The Ernst reading asks why government action hasn't resulted in a restored Chesapeake Bay. Off the top of my head, I'd say it's because it's an entire watershed and it requires coordination between *multiple* governments and the citizens that work with them. Given the overwhelming evidence that climate change is real (and thank God Obama asserted that in no uncertain terms in his State of the Union address last week!), it gives me pause to know that people still debate this.
